EAPs for LTS South Storage Lagoons and Elizabeth Lake Dam
Alpha & Omega group developed an emergency action plan (EAP) for the Land Treatment System South Storage Lagoons in Jacksonville, NC. LTS South Storage Lagoons are located on the banks of Southwest Creek, which runs 15 miles from the headwaters upstream of the lagoons to the New River estuary. The stream is a Federal Emergency Management Agency/North Carolina Floodplain Mapping Program limited detail flood study, with four major crossings. A&O developed hydraulic models in HEC-RAS and completed the EAP via the standard template developed by North Carolina Department of Environmental Quality Dam Safety.
The scope of services included the removal of Elizabeth Lake from NCDEQ’s dam registry. The dam was breached a few years ago from a storm, draining the lake. A&O developed hydraulic models in HEC-RAS as supporting evidence and prepared paperwork to assist the City of Jacksonville with removing this structure from the dam registry. The EAP was updated in 2023.
